When should I select Low/High power of transmitted optical power?
 
Default settings, High optical power output should be used in most cases but when the length of the optical fibre is short, less then 100m Low power should be selected.

How do I use the power budget?
 
Example: The MD-63 single mode typical budget for 9/125 fibre is 12.3 dB. This means that a total attenuation of 12.3 dB is allowed between the modems, Maximum fibre length = (12.3 dB –(4 mechanical spices * 0.2 dB))/(Attenuation of fibre dB/km), (12.3-(4*0.2))/0.5=23, The maximum distance will be 23 km.
